Rules and Regulations of Art Film Fest Košice 2018 (International Film Festival)

The call for entries for Art Film Fest Košice 2018 starts on 15 January 2018.

1. General information

The 26th Art Film Fest Košice (hereinafter referred to as “the Festival”) will be held from 15–23 June 2018 in the city of Košice, the Festival’s new location.

This year’s Festival will offer a multidimensional presentation of the latest works of European and global cinema, as well as notable titles from film history and an extensive overview of contemporary Slovak cinema.

The Festival’s centrepieces are its two competition sections. The International Competition of Feature Films (over 60 min.) is open to film directors’ first, second or third feature-length fiction film created under professional conditions. The International Competition of Short Films focuses on short-length work of all genres up to 30 min. in length.

2. Competition sections and official awards

2.1 The International Competition of Feature Films

is open to fiction feature films which are:

  • the director’s first, second or third feature-length fiction film
  • produced no earlier than 1 January 2017
  • available on one of the following formats: DCP 2D
  • over 60 minutes in length

A five-member international jury will be assembled to select the winners of the feature film competition, who will receive the Blue Angel Award. The jury decides by majority vote and announces the results at the Festival’s closing ceremony.

The Jury of the International Competition of Feature Films will confer four official awards:

  • Blue Angel for Best Film (given to the producer of the film)
  • Blue Angel for Best Director (given to the director of the film)
  • Blue Angel for Best Female Performance
  • Blue Angel for Best Male Performance

The jury has the power to grant additional awards called “Special Mentions” to other films in the International Competition of Feature Films.

Persons connected with a film in competition are not allowed to serve in the corresponding jury.

2.2 The International Competition of Short Films is open to films which are:

  • up to 30 minutes in length (short films)
  • fiction, documentary, experimental or animated, produced by professionals or students
  • produced no earlier than 1 January 2017
  • available on one of the following formats: DCP 2D

A three-member international jury will be assembled to select the winner of the short film competition, who will receive Blue Angel for Best Short Film award. The jury decides by majority vote and announces the results at the Festival’s closing ceremony.

The Jury of the International Competition of Short Films will confer one official award:

  • Blue Angel for Best Short Film (given to the director of the film)

The Jury has the power to grant additional awards called “Special Mentions” to other films in the International Competition of Short Films.

Persons connected with a film in competition are not allowed to serve in the corresponding jury.

3. Terms and conditions of festival registration 

Owners of screening rights (hereinafter referred to as “the Submitter”) may submit their films to the 26th Art Film Fest Košice as follows:

  • to the International Competition of Short Films by 15 March 2018
  • to the International Competition of Feature Films by 31 March 2018

An online entry form will be available for both the International Competition of Feature Films and the International Competition of Short Films on the Festival webpage starting on 15 January 2018

The online entry form must be sent together with a link to the online screener (with English subtitles) before the respective deadline.

4. Film selection

The films for the International Competition of Feature Films are selected by the programme director of the Festival.

The films for the International Competition of Short Films are selected by the Festival’s two-member Short Film Selection Committee.

If a film has been accepted into the official Art Film Fest programme, the Festival will inform all relevant submitters via e-mail by 30 April 2018 at the latest.

The Festival reserves the right not to inform film submitters of their films’ rejection. Only films selected for international competitions will be informed of their selection.

5. Requested documentation and promotional materials for the selected films

For films selected for the official Art Film Fest Košice programme, the Submitter is required to submit the following materials no later than 9 May 2018:

  • synopsis/brief summary of the film (in electronic form)
  • film credits (in electronic form)
  • press kit (in electronic form)
  • director’s filmography and CV (in electronic form)*
  • stills from the film (in electronic form with a minimum resolution of 300 dpi*)
  • photograph of the director (in electronic form)*
  • time-coded dialogue list in English and the film’s original language (in electronic form)
  • posters, flyers, postcards (or other promotional materials*)
  • trailer or excerpts from the film in mp4 format*

*Photographs must have a resolution of at least 300 dpi.

The provided documentation will not be returned to the Submitter unless specifically requested from the Festival by 9 May 2018.

If the Submitter and the Festival have agreed to the inclusion of the film in the Festival’s programme, after this date, the Submitter neither has the right to withdraw the film from the official programme, nor may they impose any additional conditions.

6. Screening formats and delivery

Art Film Fest Košice will accept the following screening format media:

DCP 2D.

The Submitter is responsible for the delivery of the screening format to the Festival address no later than 8 June 2018.

Unless the Submitter has made different arrangements, the Festival will cover expenses related to the unidirectional shipping of the screening format, i.e. either to or from the Festival. If the screening format is travelling along the festival circuit, Art Film Fest Košice will still only cover its shipping expenses in one direction, i.e. either to or from the Festival.

The Festival is not responsible for customs fees related to the import or export of the film print to any country other than the Slovak Republic.

The Festival will cover the fees related to insurance covering the loss and partial or total destruction of the screening material from the moment of its delivery to the Festival to the moment of its provision to the delivery service, as stipulated by FIAPF policy. If, due to damage, new screening material must be produced, the Festival will take responsibility for the production of a standard print at a cost corresponding to current Slovak prices.

If the Festival is not informed of the film’s export destination by 31 July 2018, it will be sent to the address of the Submitter.

7. Promotion of selected films

Art Film Fest Košice reserves the right to use excerpts from selected films for promotional purposes as follows:

  • feature-length fiction films – up to 3 minutes
  • short films – up to 30 seconds

During the Festival (and also afterwards if necessary), trailers of selected films will be presented at Festival venues, broadcast on TV channels promoting Art Film Fest Košice, shown on the Festival webpage and included in multimedia presentations. If needed, Art Film Fest reserves the right to use extracts of its own choice from selected films (max. 10 seconds) in the Festival trailer.

Art Film Fest reserves the right to use stills from selected films for its own promotional materials (festival catalogue, flyers, posters, billboards, webpage, multimedia presentations) and to distribute reproductions of them for the Festival’s promotional purposes.

8. Guests

All issues associated with the invitation of guests are settled by the Festival Committee of Art Film Fest Košice and by Programme Director and General Manager. The Festival provides the invited film representatives with accommodation (two nights covered by the Festival) and festival accreditation. Travel expenses are dealt with individually and are covered up to an amount determined by the Festival’s current financial circumstances.

Hospitality terms for other official guests of the Festival will be arranged individually and specified in their personal invitations.

9. Deadlines and important dates

15 March 2018 – Submission deadline for short films

31 March 2018 – Submission deadline for fiction feature-length films

30 April 2018 – Film selection closed

9 May 2018 – Delivery deadline for promo material of selected films

8 June 2018 – Delivery deadline for screening media of selected films

15–23 June 2018 – The 26th edition of Art Film Fest Košice

31 July 2018 – Notification deadline for the export destinations of all screening formats

10. Consent to the processing of personal data

Pursuant to Section 11 of Act No. 122/2013 Coll. on the Protection of Personal Data, as amended, all parties, by entering their data into the registration form, voluntarily consent to the provision and processing of personal data (including their given name, surname, title, e-mail address, telephone number, company name, job title and information about the submitted film). The personal data provided via the form at https://www.artfilmfest.sk/prihlaska-filmu/ or https://entry.cinepass.sk/aff/ will be used by ART FILM FEST s.r.o. (hereinafter referred to as “the Organizer”), Tomášiková 30C, 821 01 Bratislava – Ružinov district, IČO: 48 284 254 for the sole purpose of keeping records of producers/applicants’ applications for their films’ inclusion in the festival.

All parties also consent to the abovementioned personal data being provided to the Intermediary, namely FREYA creative s.r.o., Trenčianska Turná 134, 913 21, IČO: 46 526, for the purposes of administering the technical aspects of the recordkeeping system. In pursuance with Section 19 of Act No. 122/2013 Coll. on the Protection of Personal Data, the Organizer as well as the Intermediary are obliged to protect the collected personal data from accidental or unlawful damage or destruction, accidental loss, alteration, unauthorized access and accessibility, as well as from any other form of mishandling.

Consent to the processing and provision of personal data is granted for an indefinite period. This consent can be withdrawn at any time by means of a written withdrawal of consent.
